This is Part Three -
of a three part series - 
dealing with the 
	One: Purpose 
	Two: Program 
and
	Three: Procedure
of Ark Two.

The Procedure of Ark Two

In Part One we discussed the Purpose and Goals 
of Ark Two, 
and in Part Two a number of projects of our Program.

Here in Part Three - 
we will discuss the procedures 
that we hope to implement 
after the nuclear holocaust - 
in order to achieve our purpose and goals.

I hear from countless people 
how they plan to take their rifle 
and head out into the woods 
to live off the land - 
shooting rabbits and deer 
as their needs may be. 

If as many people get there 
as hope to - 
I expect they will out number 
the rabbits and deer - 
which I doubt will have had shelters 
to survive from the fallout anyway. 

Ark Two has a different plan 
for recovery after nuclear holocaust - 
and that is to help 
Reconstruct Society into a 
Better World.

The procedure that we plan to implement 
to achieve our goal - 
is the procedure we recommend 
to everyone else. 

While others may not be as much prepared 
to implement the procedure
as is the Ark Two facility in Canada -
still others who are distant members 
in the greater Ark Two Community 
and certainly its TEAM Leaders in each state -
and elsewhere in the world - 
have the tools to benefit both themselves 
and their communities by applying the procedure.

The first concern 
of any survival group 
or community 
will be that of security.

The idea of 
"me and old Betsy 
standing against the world -
probably will not work".

One man cannot stand guard 
24/7 and if that is the protection plan - 
then the family may well be doomed.
Predators will soon figure out 
how to take out such loaners. 

Renegade military units - 
or motorcycle gangs - 
may also be significant forces 
with which to contend.

Ark Two is fortunately configured.
We are in a small village of about 300 
and a half dozen of the homes are owned by family 
and a half dozen more by cooperative friends. 

While there may also be a dozen or more 
in the village somewhat opposed to us - 
most are simply - 
shall we say - 
disparagingly indifferent.

The Ark itself is located near the end 
of a dead end road - 
which has less than a dozen houses on it - 
several again occupied by relatives. 

The village too, 
is on a bypass that can be easily severed 
from the highway. 
Isolation is considered a benefit.
Especially that we are a hundred miles 
from the big city - 
and in the winter - 
protected by the snow belt.

Still, 
our primary plan of protection 
has been to invite the police force - 
a number of whose members reside in the village - 
to shelter their families - 
and to be our first line of defense. 

Should other forces appear - 
we would hope to be able to co-opt them. 
Hopefully, 
defense will not be as major a problem 
in our locale - 
as it may be in others.

Still, others will face similar problems. 
If they have not already set up 
cooperative arrangements - 
then if they manage to survive the shelter period - 
the first thing they will need to do - 
is to establish a protective perimeter. 

In our case - 
exploratory parties 
will first be sent out of the compound 
and into adjoining family homes - 
seeking the cooperation of neighbouring homes - 
and setting up a barrier 
at the head of our dead-end road. 

As rapidly as we can - 
we will try to extend the perimeter - 
listing everyone within. 
As we register more and more people - 
(whether they wish to cooperate or not) 
we will set up boundaries of individual 
geographically contingent areas - 
that include up to a minimum of 50 people. 

Such areas we will designate as LERNs 
and we will ask the cooperating individuals within them 
to immediately elect an interim self-governing body. 
Whenever a LERN exceeds 200 -
we will ask it to split it into two or more.

Each LERN will be responsible 
for patrolling and establishing 
the security within its area. 

As more LERNs are created - 
they will elect from among themselves - 
higher governing LERNs to govern 
the collective area.

The key, however, will have to be 
that access to their areas 
is tightly controlled - 
and that the people within -
personally know 
and control 
all the people in their area.

Strong external signs 
(we personally have 
ten foot tall fences 
with barbed wire top and bottom - 
two watch towers - 
4 steel clad surveillance posts - 
etc.) 
may well reduce the need for conflict.

Manned watch positions - 
communications - 
and signage can all be helpful.

Discipline is necessary -
but confrontation should be avoided - 
and a spirit of concern, compassion, 
cooperation and service - 
should be evidenced to refugees.

It is our intention 
to accomodate 
as many refugees 
as we possibly can.

Moving on from security - 
the next concerns of any community 
will be food, water, and possibly heat.

In our locale 
one of our first priorities 
will be to organize and protect the farmers. 
Different circumstances will prevail 
in different locations. 

This is the purpose of the LERN - 
(Local Economy Recovery Network).
Its first duty must be to assure 
that all the resources are utilized 
and protected - 
and that everyone is employed 
in the best way that they can be.

The Network portion of LERNs is to extend 
the cooperation between the LERN 
and neighbouring LERNs 
and with the immediately Higher LERN. 

It is this knowledge - 
of how to organize and what to do - 
that will make the TEAM Leaders valuable 
in the communities surrounding them. 
They have this information ready to explain - 
in the copies of "The Paper" that they have stockpiled -
and in the  masters that they have on their CDs - 
if means of reproduction can be found.

In addition to providing this information 
and structure - 
Ark Two has radiation equipment 
and expertise 
to offer as a service to the communities. 

It is by being of SERVICE 
that communities will become strong 
and gain access to the resources 
that they need.

Each of the TEAM Leaders 
in each state as well as other Ark Two members 
who have availed themselves of it 
have a supplementary CD (#29)
that provides information about dealing 
with Pandemics - 
and explains about dealing with internal 
and external 
radiation. 

The Primary CD (#30) explains 
how to set up refugee camps - 
dealing with anarchy - 
and dozens of other subjects - 
that will be critical information to have.

All the TEAM Leaders 
have great amounts of information - 
about dealing with radiation in agriculture - 
and many other specialized subjects.

Each Regional Coordinator 
and many of the state TEAM Leaders
have been supplied with a minimum library 
of over 2,000 books.
Their being a source for this information 
will make them very valuable 
to their communities. 

Many of them have also acquired 
through Ark Two 
or elsewhere 
radiation detection equipment 
decontamination equipment 
and other materials in preparation 
for the aftermath.

The operative word - 
in the Ark Two Plan is 
SERVICE, SERVICE, SERVICE. 

There are numerous services 
explained in "The Paper" 
and on the CDs. 
There are plans for helping 
lost family members to locate each other -
and there are plans for re-establishing communication. 

The massive amounts of material contained in what are 
actually hundreds of thousands of pages - 
deposited with each Regional Coordinator 
and many of the states TEAM Leaders - 
are too extensive to even catalogue here. 

While the procedures that Ark Two has proposed - 
may prove flawed - 
they are still in North America
the only comprehensive procedures 
being provided and systematically disseminated 
to the pulic 
for Reconstruction After Nuclear War. 

Gigantic budgets of millions, hundreds of millions, 
and indeed billions of dollars - 
are spent by the government 
to assure COG (Continuity of Government) 
and bureaucratic interests - 
but the only significant effort of which we are aware - 
to provide actual tools for survival, recovery, 
and reconstruction 
to any of the public who are willing to receive it 
is being provided by the volunteer TEAM Leaders 
of Ark Two. 

In appreciation of that effort - 
the Ark Two facility has been raided four times - 
and there is indication that its coordinator 
is on the 'no-fly list'.
But that is the nature of world we presently live in. 

Rather than worrying about the current response - 
it is hoped that all will remain focused 
on what our response will need to be.

Any suggestions that others may have - 
in how we may better our plans - 
or improve our preparations - 
will be greatly appreciated.
